Is Harley Quinn joining the cast of the CW's Arrow in Season 2?

One of the joys of watching a show like the CW's Arrow or its former superhero show, Smallville, is keeping a watchful ear and eye out for the Easter eggs and references to other characters and events in the DC Universe. Arrow has done an excellent job at weaving in these elements, and they may have dropped another one.

The "Matt's Inside Line" column at TVLine fielded a question this week about the girl with pigtails in the promo for "Suicide Squad," whom you can see in the photo at the top of the page.

"I'm a huge Arrow fan and I was wondering if you had any hints about the mysterious girl (with the pigtails) in the "Suicide Squad" promo? -Celeste
The CW has no official comment - and I'm hearing it's possible this mystery woman won't appear in the actual episode - but our good friends at IGN are speculating that it's a veiled nod to Harley Quinn."

Now, it's possible that this is just an Easter egg because, as the quote states, this mysterious woman might not even show up at all. But if she does, Harley Quinn could (and we stress could, because we're only speculating here), make an appearance. And if that were to happen, what sort of possibilities does that open up for Arrow?
