1970 Wisconsin Child Murder: Robert Hill, 73 Is Up For Release For Killing Donna Willing, Could He Strike Again?

Sex offender, Robert Hill is up for release after finishing serving a 10-year sentence for sexually assaulting four children under the age of 10 between 1995 and 2002, according to The Boston Herald.  However, Police are holding Hill in custody indefinitely until they figure how to charge him for the 1970 murder of Donna Willing after he admitted to sexually abusing her and strangling her.

Prosecutors will have a difficult time trying to bring the childhood neighbor and sexual abuser to trial for the little girls death after evidence from her murder were destroyed in the 1990s. They plan on arguing that the system should keep him in prison due to his violent history.

Previously, Hill confessed that on Feburary 26, 1970 Willing had gotten into a car with him and tried to sexually assault her when she slapped and squirmed, which angered him. He eventually strangled her to death and dumped her body in a garage.

In a second confession, Hill said he abused Willing for years and that he met up with her that night to have sex with her and when she screamed, he proceeded to strangle her- killing her.
