Following an incident where a paparazzi photographer was killed in Los Angeles, Miley Cyrus took to Twitter Wednesday to call for "changes in '13" and to defend Justin Bieber against those who blamed him for the photographer's death.

On Tuesday, a photographer pulled his car over on the side of the road to take a photo of Bieber's Ferrari after it was pulled over in Los Angeles by a police officer for speeding. Though the officer told him to return to his car, the photographer refused to listen and after he took the photos he was stuck by an oncoming SUV and died. Bieber was not present at the time of the incident; his two friends were in the car that was pulled over.

The photographer's identity has yet to de disclosed to the public.

On Wednesday, Cyrus wrote on Twitter, "Hope this paparazzi/JB accident brings on some changes in '13. Paparazzi are dangerous! Wasn't Princess Di enough of a wake up call?!"

Liam Hemsworth's fiance referred to Princess Diana, who died in 1997 from injuries sustained in a car accident after being chased by paparazzi photographers.

The "Can't Be Tamed" singer continued on to say the following:

"It is unfair for anyone to put this on to Justin's conscious as well! This was bound to happen! Your mom teaches u when your a child not to play in the street! The chaos that comes with the paparazzi acting like fools makes it impossible for anyone to make safe choices."

Bieber issued a statement to E! expressing his condolences on the photographer's death, saying, "my thoughts and prayers are with the family of the victim."

He added, "Hopefully this tragedy will finally inspire meaningful legislation and whatever other necessary steps to protect the lives and safety of celebrities, police officers, innocent public bystanders and the photographers themselves."
