The official plot synopsis for Captain America: Civil War mentions an international incident that divides the Avengers and kicks off the events of the movie. A new rumor now claims to know what that incident is.

In the post-credits scene of Ant-Man, Captain America and Falcon find Bucky Barnes aka The Winter Soldier. Captain America mentions that "The Accords" won't allow Iron Man to help them. Fans and rumor sites are now speculating that this will be the Marvel Cinematic Universe's version of the Superhero Registration Act from Mark Millar's Civil War comic book. In the comic, the act takes effect after the New Warriors kill more than 600 civilians as they try to stop the super-villain known as Nitro in what became known as "the Stamford Incident".
Heroic Hollywood reports that the Captain America: Civil War version of this event will occur when Cap and Scarlet Witch fight Crossbones, who is wearing a suicide vest loaded with explosives.
"In order to protect the civilians on the ground, Captain America orders Scarlet Witch to levitate Crossbones above ground," the site reports. "She does and unfortunately is unable to contain the massive explosion that sets off near a populated building causing death and destruction."
Chris Evans and Frank Grillo have been spotted in set photos in fight sequences and Elizabeth Olsen was seen nearby as well, so this tracks with the details above.

Captain America: Civil War picks up where Avengers: Age of Ultron left off, as Steve Rogers leads the new team of Avengers in their continued efforts to safeguard humanity. After another international incident involving the Avengers results in collateral damage, political pressure mounts to install a system of accountability and a governing body to determine when to enlist the services of the team.
