More super villains from the DC Comics Universe make their way up on CW's The Flash. Now that the scarlet speedster has lost his powers, Barry Allen (Grant Gustin) has to face off against The Clock King and Blackout in 'Power Outage.'
Dr. Harrison Wells (Tom Cavanagh) is studying the future timeline when a metahuman named Blackout strikes. Using his electrical powers, Blackout steals Barry's superhuman powers. While he is weak and slow, Barry meets the Clock King (Robert Knepper) at the precinct, who is being transferred to another prison.
While Caitlin (Danielle Panabaker) and Cisco (Carlos Valdes) work tests on Barry, Wells discovers the future timeline has been reset, with no mention of the Flash. Blackout arrives at the lab, draining power from the city. Barry tries to talk to Blackout, but is struck by a bolt of electricity.
During the blackout, the Clock King grabs hold of a gun and starts shooting. Joe (Jesse L. Martin) and Iris (Candice Patton) end up being taken hostage, along with the others. While Eddie (Rick Cosnett) hides in the shadows, Iris thinks the Flash will come and save them.
Wells releases Girder from his prison cell, granting him his freedom unless he kills Blackout. Caitlin tries to electrocute Barry, but his super speed comes back for seconds. Girder punches Blackout but gets a dose of electricity to his steel body.
At the precinct, the Clock King reveals his sister passed away while he was in prison. The judge rejected his plea to visit her. During his confession, Eddie rushes in firing his gun, but is shot in the shoulder by the Clock King.
On the run from their enemy, Barry and Caitlin discover Girder lying on the floor. Blackout has beaten him up so badly, Girder is bleeding internally. Girder warns Barry to run before he dies from his injuries.
Barry and Harrison argue over the significance of people's lives, including Girder's. Caitlin discovers that Barry's powers are regenerating. It's not a physical problem; it's a mental condition.
At the garage, Harrison Wells puts himself in danger to save Barry and the others. Something snaps inside Barry and suddenly gets him his powers back. This time around, the Flash gives up his powers, which is too much for Blackout to handle.
Back at the precinct, the hostage situation is over and done with. Iris grabs Eddies' gun and uses it to stop the Clock King. Barry arrives to see the Clock King being taken away and his leg bandaged up.
At the hospital, Eddie has been given pain meds for his bullet wounds. The Flash visits Iris and tells him he's sorry for not being there for her. Wells realizes that Barry caring about people and his loved ones gives him unbridled strength.
Barry is back in training earlier than before, because he realizes the mission is more than him. Back at the prison, Wells puts a needle inside Blackout, taking a sample of his blood. He wants to know how he could drain the Flash's powers.
